FIRESCOPE: Origin, Evolution & Legacy

FIRESCOPE — Firefighting Resources of Southern California Organized for Potential Emergencies — is the program that produced the Incident Command System (ICS) and the Multi-Agency Coordination System (MACS) in the early 1970s. Everything that became NIMS, SEMS, and the modern national emergency management framework traces directly to FIRESCOPE's founding work.
